NEW YORK / RankWire.AI / – On July 14, the United Nations Security Council voted to extend the monthly reporting requirement on Houthi operations in the Red Sea for an additional six months. Resolution 2826 maintains the existing mandate through January 15, 2027. The resolution instructs the UN secretary-general to continue providing written updates on assaults targeting merchant and commercial vessels. Delegates kept the reporting mechanism intact, emphasizing the importance of maritime security and navigation freedoms during the session.

UN Security Council extends Houthi Red Sea attack monitoring
Resolution 2826 extends monthly Red Sea shipping attack reports for another six months.

The resolution was adopted with 13 votes in favor and none against, with China and Russia choosing to abstain. Greece and the United States submitted draft document S/2026/568 for review. The vote took place during the council’s 10,194th meeting, focused on international peace and security. Previously, Resolution 2812 had extended similar reporting obligations until July 15, 2026.

The monthly reporting process was first established by Resolution 2722 in January 2024. It called for the Houthis to cease attacks that hinder global trade and violate navigation rights immediately. The resolution also mandated reporting on any further assaults on merchant and commercial ships in the Red Sea. The mechanism was introduced following a series of incidents, beginning with the November 2023 seizure of the Galaxy Leader vessel.

Limited scope of the current resolution

The recent measure extends the reporting obligation from Resolution 2722 but does not grant additional enforcement powers. It does not authorize military intervention against Yemen. China highlighted this point after the vote, urging respect for Yemen’s sovereignty and territorial integrity. The Chinese delegate also emphasized that all parties must uphold international law regarding the navigation rights of commercial vessels. The resolution leaves other Security Council measures concerning Yemen unchanged.

Greece supported the continuation, citing the importance of monitoring attacks along a crucial route for shipping, international trade, and coastal economies. Denmark connected secure maritime passage to the stability of global supply chains and humanitarian deliveries into Yemen. Latvia pointed out that recent months saw a halt in Houthi attacks against commercial ships but also referenced renewed threats to international shipping as justification for extending the mandate.

    Members abstaining express reservations

Russia stated that no incidents involving commercial vessels in the Red Sea have occurred since December 29, 2025, and argued that the reporting mechanism offers limited value under current circumstances. The Russian representative called for increased focus on Yemen’s political negotiations and the efforts of the UN special envoy. China mentioned that broader regional tensions influence Red Sea security and urged all parties to refrain from threats or military actions that could escalate risks.

The UN secretary-general will continue to submit monthly reports until January 15, 2027. These reports will document any further Houthi attacks on merchant and commercial vessels in the Red Sea. The mandate provides the Security Council with a consistent record for ongoing discussions on maritime security and navigation rights. Resolution 2826 maintains the existing reporting framework established since 2024, without expanding its scope or authority.
